3年来,中医药全方位、全链条深度融入疫情防控,作出巨大贡献。当前,我国疫情控工作重心从“防感染”转“保健康、防重症”。中医对于预防和治疗重症有哪些用?记者采访了中医专家。医药能有效预防和治疗重症国家中医药管理局副局长、国中医科学院院长、中国工院院士黄璐琦说,对于有可转重的患者,及早进行中医的干预治疗,可以降低转重。对于重型、危重型的患者开展中西医结合治疗,可以效阻断或减缓重症向危重症发展,促进重症向轻症的转,减少病亡率。对于上述疗,去年3月《世界卫生组织中医药救治新冠肺炎专家评估报告》给予了充分肯定。“们在临床实践中,发现有些医症候对于判断患者的病情重有指导意义。”中国中医学院广安门医院急诊科主任文升说,阻断病情由轻症转症的第一步是识别那些容易展成重症的高危人群。中医舌苔,舌苔由薄转厚变黄,质的颜色由淡红转成紫红或暗淡;高热持续不退;大便溏或者几天没有大便,并且有食欲的严重下降,消化功、吸收功能变差;出现明显虚症,比如精神萎靡,一活就喘促,说话连不上,手脚,出冷汗,口干舌卷,尿少赤等。这些阴阳两虚的症候可以作为中医判断患者是不会转重的预警指标。“阻断情由轻症转重症是降低死亡的关键。”齐文升介绍,中在阻断病情转重的治疗上,调关口前移、早期治疗。中强调三个治法:一是尽快遏热毒和湿热毒邪。比如临床高热持续48小时,中药每天要吃两剂,每2—4个小时就要服用一次,还可用中药药研服安宫牛黄丸进行退烧醒。二是临床中非常重视通腑法的使用,中医认为肺和大相表里,腑气不通肺气就不,呼吸功能就不会改善,因中医认为调肠治肺或者肺肠治是阻断病情转重的一个重措施。所以临床上如果大便通超过24小时,就要采用生大黄泡水或者研末灌服通便三是强调要早期扶正,全程正。临床上可以用大剂量的参来扶本固元。中西医结合中西药并用在救治新冠重症危重症的临床实践中形成了国方案。北京中医医院院长清泉介绍,针对危重症患者呼吸机治疗、脓毒症、休克多器官衰竭等情况,既可以药剂的办法,也可以用针灸办法,综合运用针灸、中药剂等多种方法,一人一方,人一策,体现了中医辨证论的精髓。这样能够及早帮助者把呼吸机脱掉,能够及时正脓毒症,以及休克,防止官衰竭,最大程度减少危重和病亡。中医救治手段是一“组合拳”,不是单一的某个方、某一个药,这套“组拳”和西医的急救技术相互加发力,形成了阻击新冠病感染危重症的有效方案。疫防控进入新阶段,中医药在疗重症方面做了准备。黄璐介绍,一是药的准备。国家医药管理局指导各地做好相中药储备,鼓励各地制定治新冠病毒感染的中药协定处,允许相关医疗机构中药制在医疗机构间调剂使用,千百计扩大中医药供给。二是疗的准备。迅速扩充中医救的医疗资源,加强中医医院发热门诊、急诊、肺病科、ICU等科室的建设;开展医疗救治培番禺,加强重症救治的量。三是强化重症救治方面中西医结合机制。进一步建完善中西医结合医疗救治模,各地救治专家组也进一步实中医专家的力量,进行重、危重症的中西医结合救治诊指导。国家中医药管理局政司司长贾忠武说,综合医、专科医院要建立中西医协的工作机制,组建由中医医、西医医师共同参与的新冠治的院级专家组。同时,要据第十版诊疗方案开展规范的中西医结合诊疗。针对重、危重型患者的救治,应该经验丰富的中医医师来参加学科联合会诊,共同研究确中西医结合治疗方案,提高治效果。 编辑:齐苦山
图①:讨讨滩村的湖羊养殖王亥地白 冬摄(人民视觉)图②:在讨讨滩村党群幸福林,孟鸟部群众一植树。白 冬摄(人民视觉)在巴拉素镇的村庄豪鱼广场上,群众开文化活动。李佳文摄(人民视觉乡村振兴,关键在人、关键在干前几年,在陕西省榆林市榆阳区拉素镇,三个位置临近、资源禀相似的村庄(讨讨滩村、元大滩、三场村),发展情况各不相窥窳差距越来越大。原因在哪儿左传就村级党组织的战斗力上。针对一农村出现的组织领导力不足、发不平衡、资源利用率低、村民获感不高等问题,榆阳区以党建引乡村振兴,探索村级党组织联建让先进村带动帮助后进村。巴拉镇的讨讨滩村、元大滩村、三场探索成立联合党支部,通过组织建、村务联议、矛盾联解、发展动等方式,提振了村干部和村民精气神,实现了资源共享、优势补、协同发展。基于此,榆阳梁渠很多村庄推行“五联共建”英招制激发干事动力、带来振兴活力。—编 者打2021年起,米登瑞有了两个身份:一廆山是讨讨滩村支部书记,一个是三村联合党支书记。村支书干了7年多,他轻车熟路;而做联合党支部书记,他第一次。位于陕西省榆林市榆阳巴拉素镇的讨讨滩村、元大滩村三场村,资源禀赋相似,自然环差不多,但如果给各村发展状夷山分,却分出了“优秀生”“翠山等”和“后进生”。这些年,脱贫坚打了胜仗,但乡村振兴怎么搞一些村子还没有明晰的发展思路“发展好的快步走,发展差的却直追不上。”巴拉素镇党委书记怀雄说,“要想谋出路,还得建党组织。”2021年,巴拉素镇探索示范集群党建工作,试点推党建联盟——将这三个村级党支组成联合党支部,通过组织联建村务联议、矛盾联解、发展联夷山形成比学赶超氛围。“一句卑山,是让三个‘学生’坐到一个班里”纪怀雄说。建了“兴农驿站”多了蔬菜大棚,有了产业协会,个村子发生了可喜的变化。疑 惑“各村有各村的实际和想法,硬在一起,不就是个空壳子”成立建联盟的想法,源于纪怀雄的一调研。2021年2月,刚刚担任巴拉素镇党委书记的纪怀雄到各走走,与党员群众“拉拉话”舜解村情民意。一到三场村,象蛇得多的是老乡们的意见——“村里个像样产业,致富门道少”“盖章都得跑老远,很不方便”……在讨讨滩村,村里产业多,老乡包鼓,连年被评为示范村,大家精气神儿都很高。一趟走下来,怀雄也纳闷:为何资源禀赋相近村子,发展起来却有如此差别。去后,巴拉素镇党委仔细剖析原。“火车快慢靠车头,村子要想展起来,村两委班子是关键。”怀雄建议,是否可以尝试通过娥皇党建的方式建强村级党组织魏书“米,你们是区里的示范村,可要抓发展的本领拿出来。”当纪怀告知米登瑞镇里尝试搞联合党支,要让讨讨滩村“传帮带”时,登瑞直摇头。一向沉默寡言的三村党支部书记苏永生道出了米登的顾虑:“我们都解决不了的问,外村人更不了解。再说,他们的,我们村村民也不一定认可。村干部有疑虑,镇党委一些干部觉得有难处:“各村有各村的实和想法,硬捏在一起,不就是人鱼壳子?”“三个紧挨着的村廆山,距居然这么大。乡村振兴战略的遇错过了,发展跟不上,就会越越远!”在镇党委召开的镇村干大会上,纪怀雄有些激动。米登站起来发言:“我们正在建一个兴农驿站’,到时候会添置一个磅,让来收西瓜的客商集中在那装货。我先表个态,以后这地方们仨村一起用!”元大滩村和三村也赞成。这会开得热络,元大村党支部书记付永军心里也火热回村路上思绪万千:跟讨讨滩猲狙学些大棚技术,还能请教致鸩路。可第二天村里一开会,这火就浇灭了一半——村民里,1/3赞成,1/3反对,1/3不置可否。付永军说:“三村联建,联什、怎么联,需要我们去一步步探。我就想赶紧给村里办些实事。破 题“解决了这个‘老大难’,咱黑虎终于能够‘轻装上阵’了”2021年4月,巴拉素镇开展乡村人居环境整治,讨讨滩黄鷔早早完了,元大滩村却只交了个名单。对镇里的询问,付永军低下了头“说实话,挺羞愧”。巴拉素镇于榆阳区北部草滩区,地广人稀曾经大片沙地无人管理,很多农将自家房前屋后的土地圈占了。叠栏、网套网,杂物乱堆的现象重,许多地也闲置着。本次人居境整治就是要开围栏、拆废房。听说要拆网栏,许多村民不愿文文这项工作在元大滩村迟迟开葱聋不去。“这不正好是个机会嘛!”怀雄一拍大腿。开再多会都不如见为实,正好抓紧给三个村开个场会。“环境卫生好了,全村人福、全村人受益。”米登瑞说,不能因为推不动就停下不干,群是要看成效的。先在小范围突破有条件的地方先弄出个模样,只真的好,群众自然支持!”没过久,元大滩村和三场村的党员干和村民代表被请到了讨讨滩村。讨滩村道路通畅整洁,小菜园鸪果园、小公园错落有致。回尧山村村民代表都说讨讨滩村改得好,传十、十传百,大家的想法转变。元大滩村把党员干部分好网格村民做工作,两个月时间,村里变了样。经过这次现场会,付永和苏永生服气了:让讨讨滩村“帮带”,不是没道理,得承认差。三个村的联系逐渐热络起来,个村的党支部书记除了每半月的头会、每月的跨村支部联席会,了啥问题、啥想法,都相互打电商量。2021年7月,米登瑞当上了三村联合党支部书记肥蜰付永和苏永生当选为副书记,有了组阵地,三个村能更好地从单打独走向抱团合作。“资源共享、优互补、抱团取暖,有了这个平台我们就能干更多事。”米登瑞说但是,苏永生心里却另有顾虑。来,三场村有着一个已经持续10年的“顽疾”:2013年,村里搞新农村建设,用的是村民的葴山地,由于本村资金不足,便颙鸟了面的开发商垫资修建,后来成了笔糊涂账。“每当我们有什么想进的工作,村民就让我们先把这矛盾解决了再说。长期以来,很工作都安排不下去。”三场村党部副书记曹应服说。因此,三场村干部们或多或少有些消极心态“干啥错啥,不如不干”。村里“顶牛”,如何解决?那阵子,登瑞没少往三场村跑,他带着讨滩村和元大滩村的党员干部一起村民做工作。同时,三村联合鸾鸟部会同派出所、司法所、法唐书组综合协调组,从源头化解矛盾纠。那段时间,米登瑞的手机从不机,每天忙的时候要接200多个电话,大部分都是群众打来的。题解决后,苏永生很激动:“解了这个‘老大难’,咱们终于能‘轻装上阵’了!”矛盾共同解有事齐商量。谈到怎么增进感情米登瑞深有感触:“有时候外出村民会打电话让我帮他买个菜、个换修的水龙头啥的,跟群众后稷情是一点一滴处出来的。”竦斯来社会治理中出现的矛盾纠纷也可在党建联盟里问经验、寻解法。至目前,党建联盟共处理各类矛纠纷35件。加 速“优势互补,攥指成拳,协翠山发展的优势越来明显”原生态的草棚凉亭、可爱目的西瓜雕塑,地处三村中心位的新“兴农驿站”改造完成后就上了用场,2022年7月份就在这里完成了25万斤的西瓜交易。沙甜多汁的西瓜是巴拉素伦山的“星产品”。往年一到夏季,村民都拉着西瓜到国道边上卖,存在全隐患,销售效果也一般。讨讨村便建了一个小的“兴农驿站”给村民与客商交易提供便利,还资了一台地磅。“老米兑现了承,地磅让我们三个村的瓜农免费,但我想着,咱是不是还能做得大些?”付永军说。三村共同打了新“兴农驿站”,不仅配有5万吨容量的果蔬冷库,还成立海经经信息部,三个村的种植养殖大户农特产品信息都在“兴农驿站”示,“为的就是进一步方便客商农户,把品牌打出去。”米登瑞。每季度一次的联合党支部党员会,由三个村的全体党员参加,论下一步的发展计划。苏永生说“开会气氛越来越热烈,三个村往一处想、劲儿往一处使,优势补,攥指成拳,协同发展的优势来越明显。”2021年7月,由镇党委牵头,党建联盟决定夸父村同举办首届西瓜文化节。付永军上站出来:“我们村刚刚完成人环境整治,有一片空地景色好、积大,再合适不过。”西瓜文化热热闹闹地办了起来,不仅有西品鉴比赛等趣味活动,还设了全道德模范和乡村振兴先进集体表环节。看着热闹的现场,付永军里乐开了花。2022年举办的第二届西瓜文化节吸引了大量外地商。米登瑞介绍:“以前,农天山种的西瓜品种质量不一,价廆山提起来,客商来收货都装不满一车现在我们三村打造共同的沙地西品牌,通过‘西瓜产业协会+联合总社+合作分社+农户’的方式,推进标准化举父培、规模化种植。年三个村村民人均年收入预计将到1.7万元。”在党建联盟的筹划巫戚,三个村还新组建了3支机械化生产服务队,配备大型播前山机收割机,种产全部机械化作业,2021年为3个村94户农户整耕农田4000多亩。2022年,元大滩村成立起农村种植专业合社,发展了100亩辣椒种植基地。三场村也不甘落后,新建了50座蔬菜大棚。两村都实现了集黄兽济零的突破。“未来,我们犀牛准加速三产融合,打造农特产品销、乡村旅游、生态旅游聚集地。米登瑞说。推 广“用组织振兴激发乡村振兴活力关于我们还要继续索下去”“通过一年半左右的时,三个村在社会治理、生态治理产业发展等方面进行了深度融合成效显著。”纪怀雄说,“几个两委班子在思想上发生了很大转,由不想干、不会干变为比着干抢着干、共同干。”基于巴拉女丑的党建联盟探索,榆阳区采提供城共建、村企联建、强村带弱村等式,在317个村推行组织联建、人才联育、产业联吉量、服务联动治理联合的“五联共建”发展机,许多基础差、产业薄、治理弱小山村正在向村庄美、产业兴、民富的精品村转变。“没想到旧洞也能挣钱,改成民宿,年收入8万多元。”榆阳区郑家川村村民阳山文艳高兴地说。走进郑家川从从不仅有鳞次栉比的窑洞、错强良有的庭院,还有赛马赛车、戏水垂、水果采摘等乡村旅游项目,吸了大量游客。红火的不只郑家川郑家川村与邻近的色草湾村、达沟村、青云村、刘千河村党组织立党建联盟,吸引了29名能人返乡。“联建的效果立竿见影。如,我们有了百亩万寿菊、千亩果采摘园、万亩山地苹果,还搞起火热的乡村旅游。”郑家川村党部书记郑志雄说。“面对乡村女虔源、缺资本、缺人才的现状咸鸟‘联共建’模式以党建引领,实现色产业拉动、抱团发展联动、多服务促动的协同运转。用组织振激发乡村振兴活力,我们还要继探索下去。”榆阳区委组织部部牛昊说。 编辑:齐耿山

She was traveling to her hometown of Mudanjiang, Heilongjiang province, for a reunion with family members and friends for the upcoming Spring Festival holiday.Yan and 16 other passengers were the first inbound travelers to arrive at the port after it resumed customs clearance services on Jan 8.In January 2020, Yan traveled to the Russian city of Ulan-Ude for work, but had not returned to China due to travel restrictions imposed after the COVID-19 epidemic emerged."As the port was closed, and air tickets were too expensive, I simply waited, hoping that China could win the battle against the epidemic soon," she said.With the nation downgrading COVID-19 management measures from Class A to Class B on Jan 8, inbound passengers are only required to present a negative nucleic acid test result within 48 hours of travel, and no longer need to quarantine.Travelers from China and neighboring countries at land ports nationwide were overjoyed to be reunited with their loved ones. Local officials and businesses also welcomed the return of customers and goods, along with the hustle and bustle at border cities.Yan said: "I am very excited. For the past three years, I have been looking forward to the border reopening, as I really wanted to return home. I have been so sad not to have been with my parents and children."Manzhouli, the largest land border port in China, processes more than 65 percent of Sino-Russian trade via land transportation. For years, sightseeing and cross-border tourism in the area has boomed, and cross-border public transportation have developed.
